Question about 'Force NumLock to Behave'

I have a question about Force NumLock to Behave:

I am trying to get num lock to not come on after windows 2000 loads. It doesn't seem to matter if in the bios the numlock is turned off or on. Windows 2000 turns it on shortly after the log in. I tried to follow solution # 3 in the article, setting the key value to 0, but when I reboot the num lock comes on again. When I recheck the registry key it is always set to 2 the original value of the key before I change it. I am logged on as an administrator and can't figure out whey the value keeps returning to 2. Thanks in advance for any help. Ryan
