Tweaking can cause this

Sometimes, you can cause this thinking that you've spead up your shut down process.
THe most obvious cause I've found is when a user uses X-Teq and activates the "Fast
Shut Down" option. If you don't need this then TURN IT OFF. If can cause your computer
to restart instead of shutting down or lock up completely on shut down. I've even
seen a computer take close to five minutes to shut down with this tweak activated.
So if you turn it on, regardless of how you tweak it, be sure you need it...
