How do I stop change the default start URL that Internet Explorer uses when it starts?

I am administering a small (6 PCs) W2K server-workstation network. I have made an
intranet site which I would like Internet Explorer always to use as the starting
URL unless users specify otherwise. Does anybody have any idea how I can set this
up? I have tried changing a registry entry called DEFAULT_START_URL in the LOCAL_MACHINE_KEYS
but this seems to be just what IE uses when you do Tools->Internet Options->Use Default
... When a user first logs in and starts up IE it still seems to use the MSN homepage
as the starting URL. I guess there's another registry entry I should use but I can't
seem to find it ...
Any ideas?
