Question about 'Force NumLock to Behave'

I have some Compaq Evo N1000v Laptop running win2k. Is there a way to permanently disable the numlock feature?. I have tried registry settings, turn it off in the bios and it still comes on when one logs on. If you lock the workstation and try to log back in the numlock is activated which turns some of the letter keys into numbers. Most people by the time they remember to manually undo numlock their account gets locked out. This generates a lot of support calls. Can anyone help?. Thanks very much
