Question about 'Add and Remove items from the ''Send To'' menu'

I have a question about Add and Remove items from the "Send To" menu:

I agree and understand how to add items such as notepad, etc. to the "Send To" menu in all operating systems except Windows2000. I have about 25 users working on a workstation, why is there no "Send To" folder for the All User apps and doc section like there is for startup and desktop. I would like the item available for all of them.

1. Goto My computer
2. goto C:\Documents and Settings\%username%
3. Select the Tools menu
4. Choose folder options
5. click on the View Tab
6. Select option"Show all files and folders"
7. click on ok 
8. the Send to folder should come up ghosted
9. You should now be able to customize your Send to folder.

This is still not available for all users.
