1. Goto My computer
2. goto C:\Documents and Settings\%username%
3. Select the Tools menu
4. Choose folder options
5. click on the View Tab
6. Select option"Show all files and folders"
7. click on ok
8. the Send to folder should come up ghosted
9. You should now be able to customize your Send to folder.

This is still not available for all users.
