how enable full menus...

All of my windows apps (Word, Excel, etc.) only show selected items from each menu.
To get the full menu, one must click the the double carat at the bottom of the menu.
How do I turn that annoying feature off such that I see full menus all the time without
having to click something extra?

In the app.... tools -> customize -> always show full menus.
