Question about 'Customize the Start Menu Button'

I have a question about Customize the Start Menu Button:

It says that I can customize the start button graphic using Microangelo and editing the user.exe file. This program can't open the file, saying it is not a valid icon file. I also ran into a problem trying to edit explorer.exe file using the Ultra Edit 32 software (would leave me with a background only after editing, rebooting, copy in DOS, then rebooting to 2000 OS). Luckily I found a freeware hex editor that did that part right but what about the graphic?
