It can be done. I dont know of any readymade utility available out there. But many
a settings like the one you seek, the "Yellow Help" etc can be tweaked by modifying
the shell32.dll file. Use any of the available utilities on the net to modify the
file. Beware! I sometimes found my system going slightly unstable because of this.
So carry it on test machine first and at yr own risk.
