Question about 'Disable the Internet Connection Wizard' - READ FOR EASY FIX

I have a question about Disable the Internet Connection Wizard:

Rather than do a ton of registry editing, just modify the security/permissions on the \program files\internet explorer\connection wizard folder. Deny the 'System' the ability to write or create files within that folder. It will no longer be able to replace the deleted file immediately after you delete them. A message will pop up asking to put in the 2000 OS cd (my case) and click cancel. It will ask if you would like to keep the new changes, sure do!

I tried this approach with Windows ME and was unsuccessful. I selected the Connection Wizard directory, used the Properties pull-down to set it to 'read only' but the 'system' must use a different permission setting, because the files still reappeared after being deleted. How do I modify the Sytems' permissions? Thanks
