Answer to When I choose "Shut Down" from the Start Menu, my computer restarts instead of shutting down:

I fixed this problem by changing a setting in my BIOS. I have an AWARD bios. There is a setting under Power Management called RI RESUME. I changed RI RESUME from ENABLED to DISABLED, and this fixed my problem.
