How to give a user permission to use a program?

My question is How do you give a non-administrator the proper permission to run a program??? This could be either during install of the program or after the fact. I'm not talking about windows, but other programs like DVD player/burner etc.

You should be able to assign permissions on a program by program basis by right clicking on the program in question>>properties>>security and adding that user or allowing the group. It should also work in the reverse. Hope this helps.
