What do these symptoms mean?

What do these symptoms mean?

I work in a large enterprise and lately many of our computers have been getting these
symptoms
1.Control Panel is showing all the icons to the left (about two-icon width), with
a scroll bar in the middle of the window.To the right of the scrollbar, the window
is left blank
2.Add Remove Programs is mixed up. It doesn't show anything in the center (where
the programs should be) and the title is all mixed up.
3. You can Cut or Copy but you cannot Paste. The "Paste" option is always disabled.
4. Sometimes you cannot drag and drop, but that is rare.
Now these symptoms dissapear after a restart but reappear after a while again.
Using the Microsoft Security Updates 823980 and 824146 seems to fix this, so I originaly
suspected a Blaster variant, however I'm using Corpotate Norton AV with the latest
definitions and it doesn't pick up anything suspicious.
I know something is going on but I just can't prove it. (I'm trying to convince my
superior that taking the time to apply the 2 security updates would be worthwile
and will solve the problem)
Anyone know for certain what is causing these symptoms?

Sounds like you may have some hidden programs or registry entries that need to be
removed as a result of a virus. Even though you have the AV software, the damage
may already be done. Check out the AV websites and look for virus removal tools for
viruses that fit your conditions.

Had these Symptoms last August when Infected with the Blaster Worm.Update your Antivirus.Check
Symantec Security Response for Removal Tools.Make sure you have a Firewall up.

All that is done.
Latest definitions (28/1 as of today)
Firewall up and running.

i had similar problems right after downloading 2000 pro,i used the McAfee avert stinger
software after you download it open it and go to preference and check the 1st two
boxes at the left and check repair top right under detection check last three boxes
and on the right under detection check 1st two and the very last then run when on
first start up right after windows and connect to the internet as it is scanning
immediately

Nevermind, I found out that these are caused when the virus exploits the DCOM RPC
vunerability in an unpatched computer.
It seems we have an infected PC in our Domain that is flooding the unprotected PCs
with packets and making them crash. I'll try to find it out tomorrow.
