I need to know if the files in \winnt\servicepackfiles\i386\ folder can safely be deleted or not? What are those files for? Under what situation are those files important? and when are they not.

those are setup files from the service pack(s) you installed. normally they can be 
deleted with no ill effects. if you want to reinstall/uninstall a windows component 
then you might want to keep them, but you can just use the files off the 2k cd. or 
keep the service pack extracted on a cd, or slipstream a 2k/sp4 cd and use that
