My quick launch toolbar went away. Right clicking on the taskbar, then toolbars, then on Quick Launch results in 'cannot create toolbar'. The Quick Launch folder under Internet Explorer is intact and contains the items that were in my tool bar. I have read numerous posts on how to fix the situation and have not been able to restore my quick launch toolbar. Any suggestions out there? Fraser

I have exactly the same problem, but the download doesn't seem to fix it. I think this may be a virus, my PC has been fine for the last year, then spyware got in, next thing, explorer restarts and QuickLaunch toolbar has gone!

Yes! This event followed a vicious attack, which got past my Goggle popup blocker and instantly loaded my machine with a bunch of malware the worst of which was vx2. After many cleansings using AdAware and SpyBot, I believe my machine is now free of these intruders. I tried the toolbar fix and as you said, it did not fix the problem. Still looking for a solution. Fraser

The Google Popupstopper is no substitute for a good Firewall.It does not keep out Malware.Check out Spywareblaster from Javacool Software.That will help along with your Firewall. W.

Same problem here, vx2 was also find by adaware on my PC. still cannot get my quicklaunch bar back. Has anyone been able to fix this problem yet?

A client of mine has this problem (I've been working on it for the past 2 hours). 
I've seen posts at expert exchange with no resolution, other than there and here 
I can't seem to find any site on the internet that references this actual error. 
The user had adaware and was using it.
System: Windows 2000 SP4 only a few months old
Symptom: No quicklaunch bar, when right clicking on start bar, going to toolbars, 
and selecting either "Desktop" or "Quick Launch" an error window pops up titled "Toolbar" 
and states "Cannot create toolbar." This is NOT "Cannot create toolbar for ..." that 
is easily solved. The quick launch folder in %approot%\microsoft\internet explorer\ 
is preset as it is in every profile on the system, the desktop folder is also in 
its appropriate place under the profiles. Different problem here.
Methodolgy: First things I did was uninstall from add/remove programs (not much but 
there never is). Then I installed Spybot S&D 1.3 and updated, immunized and did a 
scan. 89 problems found and fixed, rebooted did another scan, came up clean. Found 
a few weird processes still running, so I downloaded the latest version of spysweeper 
from www.spysweeper.com (great program but pay, I use it in conjunction with spybot 
for bad cases) and got the latest definitions and did a full scan. Another 118 problems 
found (most were tracking cookies). Two trojans were found despite running symantec 
corporate 8.1 with definitions from 6/30, but sadly I figured this would be the end 
of it and cleared the quarantined items folder so I don't know the exact names. 
One thing that I STILL had to manually remove was something called LoadGolfCourses.exe 
that kept putting itself in the startup folder. It was located in c:\program files\minigolf, 
I deleted the .exe from here and it stopped coming back.
When this didn't solve it I figured some kind of system file was broken, so I reinstalled 
IE6 SP1, then ran an SFC /SCANNOW, then reinstalled Win2k SP4 and made sure I had 
all the latest updates. None of this made any difference. 
I googled around a bit and found a script file to 'fix' this as well as a kellys-korner 
executable for WinXP that fixes IE/shell toolbar problems. This made no difference.
I then reset the permissions & ownership on the entire documents and settings folder, 
and reset the permission using regedt32 to the HKlocal user key.
I have created new (local and domain) user accounts and fresh profiles and this symptom 
is present here as well as any administrative accounts (the main user is a local 
administrator). 
At this point this appears to be a very serious problem and I am not yet ready to 
wipe and reinstall this machine as there would be about 6 hours of program reinstalling 
(lots of CAD programs) as the system runs otherwise fine.
I might give Microsoft a call later this afternoon to figure out wahts going on.

Have you tried CWShredder from http://209.133.47.200/~merijn/files/CWShredder.exe? Run it and also Spybot while offline and in SAFE boot mode. Delete the red entries that Spybot displays. Reboot. Download SpywareBlaster from http://www.javacoolsoftware.com/spywareblaster.html, install it to prevent further attachments. When you have done that and if the problem still persists then repost and I'll post further information that might help.

VX2 malware, sigh... It happens on WinXP and WinME as well. Anyone know a solution? Besides the obvious full reinstall or restore point. Just cleaning the spyware won't fix it. I've looked through the more obvious system files and registery places with no luck. FYI, SpywareBlaster, SpySweeper, and AdWatch won't stop the new versions, which seem to be causing this problem.

Have you run CWShredder from http://209.133.47.200/~merijn/files/CWShredder.exe, Spybot from http://www.safer-networking.org/index.php?lang=en&page=download and Adaware from http://www.lavasoftusa.com/ offline and in SAFE boot mode?

Did you run Adaware, Spybot and CWShredder offline and in SAFE boot mode? Also, try ToolBar Cop from http://www.mvps.org/sramesh2k/toolbarcop.htm and see if that helps.

Same issue here with no resolution in site. Don't want to go through the hassle of reloading, I also run Adware Adwatch and still got hit with VX2. If anyone finds a fix for the quicklaunch please post.

Same Problem here also with W2K and Quick Launch

I am running MS W/2000 pro and have lost my quick launch toolbar. When I attempt to recreate I get the error "cannot create toolbar". I have checked and found that the quick launch folder is in Username\Application Data\Microsoft\Internet Explorer\ and had the icons for the apps. I tried deleting and recreating folder but still cannot create toolbar. I have looked at the registry but am not confident with making changes can someone help!

I am also running Windows 2000 professional on a networked computer and have the same problem with being unable to bring back my quick launch toolbar after a major spyware attack. Has anyone tried the Microsoft solution shown in Microsoft Knowledge Base Article-273785, located at http://support.microsoft.com/default.aspx? scid=kb;en-us;273785 which involves changing a registry value? I am not sure if this applies to our particular problem. The warning from Microsoft that if you use the registry editor incorrectly you may cause serious problems that may require you to reinstall you operating system has kept me from trying it yet. Any thoughts?

Here is a file from MS support that fixed the issue for me. Copy this file to notepad and name it with a .bat extension and run the bat file. Tom, Great job!! So far this seems to be working. I created a batch file like you said and ran it and when I tried to create a quicklaunch toolbar, it actually did it with the show desktop icon. I restarted the computer and everything seems to be working properly. I have added Internet Explorer and Outlook Express to the quicklaunch and everything seems to be working fine. Congratulations on sticking with it and finding a solution.

I've had success in overcoming this error by running a repair on IE6. This allowed me to add the user's toolbar back to the taskbar. This was on a W2k machine. ***** IE6 Repair (for Windows 2000) Click Start/Run/ rundll32.exe setupwbv.dll,IE6Maintenance When the dialog pops up, choose "Repair Internet Explorer". Reboot PC. ******* Log in, and right-click the taskbar, choose Toolbars/Quick Launch. This seems to have worked for me. It appears that the original problem was due to spyware/registry interaction. Hopefully this helps. I tried all other suggestions from the postings here and at Microsoft. The IE repair did the trick. Regards, Mike THIS WORKED THANKS EVERONE!!!!!

One thing I did discover, I had to reinstall the High Encrption pack for Windows 2000 to access some 128bit sites even though my browser stated it was 128bit capable. FYI
