Partial load of user profile after changing group membership

After moving a user from the local administrator group and putting them in the power users group, the user's profile does not fully load. They have access to their My Documents folder and Favorites, but the user's background, some of the desktop icons, and the icon placement are gone. If I put the user back in the local administrator group, the profile loads as expected. I've gone through and explicitly assigned full permissions for the user on the user's folder in Documents and Settings Folder. I've also explicitly put the user (as compared to the domain group that the user belongs to) in the local power users and users groups. Any ideas on how to get the profile to load completely without the user being an administrator? I really don't want to recreate the profile since I know it is still there and not corrupt.
