The short answer is you CAN

In win2k because of the default NTFS format it takes software in XP you can use a 
win98 or winME boot disk because XP is in the default fat32 format.(the norm)
download from: bootdisk.com

win2k
BUT it will take 3rd party software to do it 
like ERD Commander or ReadNTFS or Admin.Pack
see below.
Plus you can make a ERD disk in win2k (use the backup tool to make it)

But if you want to use the recovery console reboot and hit the F10 key(at boot)..but 
if you have not set it up via, the MMC you will not have all the tools you need like 
the SET command.. ,,see the win2k HELP about the SET command /Recovery Console/ Admin.Tool

ERD Commander  v2.0

Enables you to boot Windows NT or 2000 from a floppy disk in order to access and 
repair a dead installation. 
It is a command-line shell that runs off of a set of NT or 2000 boot disks giving 
you full access to non-bootable NT systems with a full set of familiar command-line 
file manipulation tools including copy, rename, delete, move and xcopy. Because ERD 
Commander relies on a standard set of NT boot floppies, any NT system is accessible, 
and because ERD Commander runs on top of NT/2000, all NT/2000 file systems, including 
FAT, NTFS, and CDFS are visible.
 
ERD Commander comes with a built-in registry editor and a built-in file editor. 
It hasbatch file support, it can restore emergency repair disk images, and it has 
command and output logging.

You can run the Recovery Console by booting from the install CD and selecting "Repair". 
 

I don't know what you want to do.  It is possible to make a "boot floppy" that contains 
the special hidden boot files that normally reside on your C disk.  The OS installed 
on the hard drive has to be good though.
