I have a user at my company that continually has this issue. We are on Win2K SP4 and we've tried everything under the sun. There was a similar article on this site but it was for WinXP. Any suggestions anyone??

Have you tried to logon as the Admin. and then set the desktop up...
The user may not have the right to change them around.

You can also use a small program called Deep Freeze that will Optimize and preserve 
your standard system configuration. 
A simple restart restores your workstations down to the last bit and byte.
