i have a windows 2000 domain environment. when ever i looged in using administrator account every thing goes right. but when logged in using domain user account then windows installer appears each time i start an application.

What was the last program you installed ?
Was it MS Office by chance ?
If so the wininstaller is still in the TEMP folder or in the RUN folder(runonce) 
(reg.file ) it wants to setup the users
