Windows Installer Service Error

When I try to run .msi or some .exe files (where windows installer is necessary)
it returns the error that either my computer is in safe mode, or the windows installer
is installed improperly.
Is there any way to fix this problem? I have tried re-installing windows installer
and it said that the service is already installed, and windows installer 3.1 doesnt
fix the error either.
Should I give up all hope of getting it to work and reinstall windows, or have you
had the same problem and found
a way to fix it?

Run the task Mrg. and see if it's running.
It maybe install but not running in the background.
"windows installer" the default is manual,set it for auto.
"Installs, repairs and removes software according to instructions contained in .MSI
files."
Download this tool if you don't see it running,it will let you turn it on or you
can use the Admin.Tool in the Control Panel to do that also.

(NT/2000/XP) services. You can instantly see which ones are running and view detailed
information about all the standard Windows services. In addition, the program provides
information that lets you decide whether to enable or disable a service. It prevents
you from accidentally disabling critical operating system services and suggest whether
to disable a service or not based on the use of your computer (e.g. Default, Gaming,
Internet Gateway etc.)

Well, I set the installer to run automatically, made sure it was running in background,
and tried to re-install Java just to see if the installer would start correctly,
and it sat there and thought about it for about 45 seconds and gave me the same error
again...
i think it might be another problem with my computer,
because recently my C:\pagefile.sys ceased to exist and i cant fix it for some reason.
Could it be a worm/virus doing this?

Good Evening Bruce,
Did you get this fixed? I have had the same issue, and I lost the same file as you.
Now, I know this is kind of extreme, but I installed a new drive. Then installed
the O/S (w2k) and then installed Java. It is working fine now. I am thinking that
the updates and / or something else is causing the problem. I have been able to
use the apps that I need to use and they are working fine. I am just installing
the rest of the updates for the O/S and going to wait and see.
