can you be more specific with the error. Does it say something about pop3 and smtp?

Error Diagnostic Information 

COM error 0x80040154. Class not registered.

 The COM object is not registered or does not exist.
 
This error usually occurs when an object existed previously, but was uninstalled.
 
You didn't say what ver. you are using but if it's 5.5.-6.0 use the Control Panel 
to repair OE
Plus see the bottom note/link.

How to Reinstall Outlook Express 5
Click Start, point to Search, and then click For Files and Folders.
In the Search for Files and Folders Named box, type msoe50.inf, and then click Search.

The default location for this file is in the C:\Winnt\Inf folder.
Right click the Msoe50.inf file, and then click Install.
NOTE*** the inf folder is a hidden folder.

Insert your Windows 2000 CD-ROM when prompted, locate the I386 folder on the CD-ROM, 
click Open, and then click OK. 

The Outlook Express files are installed.
In the Search for Files and Folders Named box, type wab50.inf, and then click Search.
Note*****the inf folder is a hidden system folder

The default location for this file is in the C:\Winnt\Inf folder.
Right-click the Wab50.inf file, and then click Install.
Locate the I386 folder on your Windows 2000 CD-ROM, click Open, and then click OK.

This installs the Outlook Express address book.
Outlook Express is now reinstalled. Start Outlook Express to test its functionality. 
To restore your e-mail messages, address book, and other Outlook Express data, please 
refer to the backup articles that are listed in Outlook Express.

NOTE****
 Setting for Value Data:
You will need to use Regedt32.exe to 
Change the Value from 1 to 0
in windows 2000

Many more tips on this web site for Xp and most will work in windows 2000
