WINDOWS2000 does not shut down completely

When I shut down my PC, windows2000 does not shut down automatically. I have to hit
the shutdown button to the tower for 3-4 secs for it to shut down. Is this normall?

Yes and No
Not all computers can do this.
"shut down automatically"
Take a look at the BIOS setting on your machine and open the Power Icon in the Control
Panel.
Windows should pick this up if your machine can take it on and set it up for you.

Some security/tweaking apps will set the Group Policy Object to clear the pagefile
at shutdown. If your pagefile is large (or your hard drive is slow), it may take
a good bit of time. Also, if yours is a secure computer - i.e., not locally accessible
to the public (aka, crackers) - this is somewhat unecessary to do. To prevent pagefile
clearing at shutdown, do this:
- Click Start, click Run, type gpedit.msc, and then click OK.
- In the Group Policy Object Editor dialog box, expand Computer Configuration,
expand Windows Settings, expand Security Settings, expand Local Policies, and then
click Security Options.
- In the right pane, double-click Shutdown: Clear virtual memory pagefile.
- In the Shutdown: Clear virtual memory pagefile Properties dialog box that appears,
click Disabled, and then click OK.
- Quit the Group Policy Object Editor.
