License Logging Service

Recently my DC was upgraded to Windows 2003 - this server is out of my span of control.
Authentication is working fine, however I am getting License Logging errors indicating
the servers are not getting a reply from the new DC. I checked the new DC and the
License Logging Service is disabled. I checked the old DC and the service was enabled.
I am not sure if this is a problem or not. Thus far I haven't noticed any issues.
Do I need to run this service? Can I simply shut the service off on the requesting
servers to stop the error messages?
Any insight appreciated.
