Application Icons not Loading

Basically the problem is that all applications are displayed with the generic white 
icon with windows logo (like an unassociated file) even though the icon files are 
still present in the .exe files. No other file types (excepts links to those Apps) 
are affected, and applications using system shell icons (like .com or .bat files) 
are also unaffected

Start Menu and other links reverted to the generic white icon, however, if I open 
their properties and choose change icon all the icons from the target .exe file show 
up, and if I select one of these the link icon changes to that. Obviously this method 
leaves two problems, one it's very tedious to have to change every link individually 
(and all new links made, for example for newly installed programs, also show up as 
the generic white icon until changed), and secondly the icon of the target file cannot 
be changed in this way because change icon does not exist in application properties.

I have tried using the Tweak UI rebuild icons feature with out success, and have 
also tried deleting icon caches and restarting Windows, neither to any avail.

I believe the problem could be do to a registry entry as it happened shortly after 
I had removed some unwanted context menu entries from the registry (tho I don't see 
how or why this should affect icons,). However I have tried searching the registry 
for possible icon related errors, run several registry repair programs, and scoured 
the web for information on which entries are used to tell Windows how to display 
application icons, and so far have been unable to find anything.

So if anybody might have any clues to lead me in the right direction it would be 
greatly appreciated.

if u go to display and then effects try several times to change the icon size. do it over and over. it helped me get them back. i did it pretty fast. i dont know if that makes it work better but it might
