Appropriate topics?

As a relative newcomer could I seek some clarification -----Moderator or otherwise?
Is there some rule that all queries should relate directly to W2k itself, only?
I had assumed that any query/experience whilst using W2K was valid and the interaction
of any applications software with W2K, too.
Noting one reaction of late, I did wonder, as I value access to this Forum.

There would be two directions for what you refer to. When the application is the
one giving trouble, that isn't considered a Windows Annoyance. When it is Windows
itself reacting to whatever application, that would be part of what is considered
proper subject matter.
And then there is a gray area in between, which usually is also OK . .
.
