everytime i restart my pc all the changes i made are gone aswell as all the programs 
i downloaded 
i am logged in as admin and still this happens 
is there something i can change to stop this 
could the mbr be locked or something 
anybody let me know

You may want to run gpedit.msc to make sure it's set to save setting on exit...
