Control Panel missing, can't access regedit, WINNT folder appears empty, HELP!!

I just recently cleared my friend's pc of viruses and lots of spyware. Everything seems to be clean but now I'm having MAJOR issues. Here's a few things that are occuring: 1. Control Panel is missing - it's missing from the start menu, and even trying to access control panel programs from the command prompt brings up a message that state's "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." I have already attempted the popular registry fix for this problem that says to remove the key NoControlPanel from HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer I have also tried the gpedit.msc fix, and that has not resolved the problem. Next, I cannot access regedit. I get the following message, "Registry editing has been disabled by your administrator." I had to download a 3rd party registry editor to gain access to the registry. Next, while attempting to install Ad-aware 7 I get a message about the Windows Installer could not be accessed. Finally, when logging into windows normally (not in safe mode like I was doing for the above tests), navigating to the Program Files folder and the Winnt folder shows just an empty folder, but you can see the number of files in the folder in the status bar. The icons are completely gone! I realize this might be one of those "oh just reinstall windows 2000", but this is not an option for me because I do not have access to a windows 2000 pro installation disc. Any help on this matter would be greatly appreciated.

Sound like a job for the Admin. or the IT It's going to take the win2k cd disk to fix this one, so you need to buy one...if you are the Admin. of the machine. Many of the spyware programs will nail the reg.file did you backup your State files b/4 you did a clean up.

Go to Start, then run, and type "msconfig" and look at the "Services" and "Startup" tabs. You're looking for WinavXX.exe, or something along those lines. That's spyware. Had the same problem about a week ago, but LiveOneCare got rid of it for me (I'm on XP). You could try the Trend Micro online scan. There are others, but that's the easiest. There should be two processes, WinavXX being one of them (can't remember the name of the other one). Then try to enable the Control Panel as you did before. If you want to re-enable Regedit, use your 3rd party reg explorer and go to: HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Policies\System Then change the value of 'DisableRegistryTools' to 0, and change 'DisableTaskMgr' to 0 if haven't already. This has the earmarks of the "Winavx" trojan. It's
always difficult to know what to do in these cases
-- try to clean up the OS, or just reinstall it fresh.
