Windows 2000 wallpaper problem

Hello, I am a fledgling PC tech and I have an issue that stumps me. We run windows 2000 with mandatory profiles. Some joker changed the wallpaper of one machine to an MS paint file that says something very offensive. The issue is; this offensive wallpaper only shows up after the user has logged in but before our company's approved wallpaper. How can I change the wallpaper just after login?

That's the' background' wallpaper. Right click on the desktop/customize, select on the dropdown items select either or one of the other choices.
