Associated files very slow to open

When I double click on a file (an Excel spreadsheet for example) it takes 25-30 seconds to open Excel and the selected file. If I have a link that starts Excel with the file as a parameter ("C:\Program Files\Microsoft Office\Office\EXCEL.EXE" "C:\Documents and Settings\Username\Book1.xls") it opens in a couple of seconds. This happens for all file associations. It acts like Windows has problems figuring out what file types are associated with what programs. All of the file type/associations are correct from what I can see.
