Ich finally found the cause of the random floppy accesses when opening 'my computer'.
I was able to find the cause using 'Filemon.exe' from the sysinternals suite (you
can download it for free from Microsoft).
Before starting Filemon you should close most applications so you won't be bombarded
with messages about files getting accessed by those apps (as an alternative you can
try setting a filter). Then insert a readable floppy into your floppy drive and open
the windows explorer. The culprit will then access the drive and you'll see the
name of the application in Filemon.
After that you can try finding the setting in the app which causes the floppy to
be accessed.
In my case it was caused by TortoisCVS since i configured it to allow repositories
on exchangable media. After disabling that setting the annoying floppy access went
away.
