My computer starts up as Administrator and I have to wait till it's all loaded then close Administrator in order to load gil which is the setting I want to use. Can I change any setting so it always opens as user gil?

No need to mess with the registry...

When the PC starts as Administrator, go to Start > Settings > Control Panel > User
and Passwords.

TICK the box that says "Users must enter a name and password to use this computer",
and click OK

Log off again. You can put in your logon name (and password) and it will remember
it until you logon as Administrator again (it remembers the previous logon name)

If you want to not to have the logon box, your just UNTICK the box mentioned above
(assuming your logon has Admin privlileges)
