Go to system properties in Control Panel - go to tab marked startup/shutdown and
deselct reboot on error or similar check box. You may get a BSOD but it should detail
the problem.

make sure the advanced power management (APM, API...or something) setting is enabled
in control panel, power settings...that fixed for me

This also fixes WindowsXP not shutting all the way off!

BSOD is an official Microsoft term aka the BLUE SCREEN OF DEATH... the blue screen
you get when Windows dies an untimely death... which we all see frequently.

There is not shutdown tab in the control panel/system's properties in windows 2000.

As far as I know, as it happened to me, the problem happens if ACPI is NOT enabled
in BIOS when win2k is loaded. Simply enabling it afterwards will not work (something
to do with the HAL hardware abstraction layer I think). The recommended route is
to boot to the cd and run the repair option.

Sam,
In the control panel it is in System properties, and then in the Advanced tab, there
is a startup and recovery button which gives the option of 'Automatically reboot'
when there is a system failure. But I tried this and it did not work... so John
Malcolm's suggestion may be the only way...

It is in the Power icon in the Control Panel: APM tab, enable it.
