Software won't run

Guys,
I am trying to run a .exe compiled with GSfx Wizard, when I try to open it in 2003
server SP1 the files does not open. No errors are generated, nor prompts for permissions
etc. This does not happen on all similar platforms so the issue must be some security
setting. Any advice on what it may be?
