Exporting security template as inf file

Hi, I'm trying to export the security settings from a Win2K3 server as a .inf file. In the Security Config. and Analysis tool, i've right-click and selected export. But this only seems to export some of the options, some of them (such as rights to shutdown the system) are not in the template. If I open the exported template in Notepad, it's only about 10 lines long and has my most recent changes only. I've also tried using secedit /export from the command line with different switches, all give me the same template. Anyone know how do do a full export of a template I can then apply to another server? Regards, Adam
