I've had this. It occurs if the partition containing NT has been moved (for instance
if there's been a partition inserted in front of the partition (hidden or not) which
contains the winnt directory. Or if you've moved it to another disk and not put it
in the same partition. You can change boot.ini to reflect the changes so you can
get to the logon screen but you can't logon, or rather when you do the same login
screen appears after a minute or two
