Either I'm doing something wrong or something is wrong.
1) Setup a Licensing Server in Sites and Services
2) Go to Control Panel and AutoStart License Logging.
3) Change from Server to Per User/Device.
4) Go to Licensing and add Licenses (it only asks for number of Users).
