Trouble with emailapp.exe and permissions always giving email setup wizard

Not sure where to go with this one. When the administrator logs into ASP Server
and runs a program that sends an email, the normal course of events is that the emailapp.exe
program opens up a new email dialog box and enters in the send to address, the subject
and a quick stock notification message about an inventory part that has been sent.
the problem is when the remote user (Remote Desktop or Terminal) logs in without
the 'God' level, when they do the order part, instead of the new email dialog box,
the setup your email wizard pops up.
if the user already has an email account setup or not, it still pops up with the
wizard.
Where in Windows Server 2003 is the setting that I can change to give the remote
user permission to access either the program emailapp.exe (Outlook Express is what
we are using)
I've tried several Group/User policy settings where I can compare both the Administrator
and User check boxes side by side and can't seem to find the right one.
