"Force logoff when logon hours expire" NOT working

Hello,
I have Windows Server 2003 Standard Edition. It is the domain controller for a small
Windows Domain network.
I wished to automatically and forcibly logoff users who had stayed on the system
after their logon-allowed hours had expired.
So, I defined a set of allowed hours for each user in the AD Computers and Users
MMC, and then entered Group Policy and enabled "Force logoff when logon hours expire"
and "Disconnect client when time expires"
The users can not logon after-hours, but if they already logged on during permitted
hours, they are NOT forcible logged off when their time expires.
All other policies work fine. I have also tried Net Account /forcelogoff:2 /domain
command but still can't get it to work. Net Account /forcelogoff:2 /domain command
changes back to NEVER in stead of 2 after some time.
All client PCs are XP Pro. What am I doing wrong?
TIA for any suggestions.
