sharing folders: access denied for non-administrators

I've installled Win2003 Sp1, and have created network shares for everyone to use. 
Everyone can access the folders remotely if they are part of the administrators group. 
If they are a member of any other group, forget it. They can see the list of shares, 
but cannot access the folders. I've checked the group policy to see that the group 
"Users" can access the computer from the network. Not sure what else to do but make 
everyone an Administrator???? Sounds bad. 

Help!
