Domain crashes from a Policy Change

If i make a change to my Group Policy my whole domain goes down. The GC freezes entirely. I have 4 other DCs and they freeze completely as well. Has anyone had anything like this happen?? The last change i made was allowing a user the right to logon locally...after i pressed "OK" the Domain went down. No access to any DC or any shares, no logons, no nothing. it has happened twice on two seperate OUs.
