NumLock turns it self on

I recently installed Windows Server 2003. Every computer on the domain starts with
NumLock on. The bad thing is that there are a few laptops that are connected and
they don't like the NumLock. If I turn it off it goes back on within five minutes
and drives me crazy?
Do you know where to turn this automation off?
