Disable Server 2003 file security or relax it atleast.

I have a vpn that remote users log into via vpn. Many of the shared drives or folders are visable via vpn but are locked due to some kind of permissions. These folders are shared out and some we can access and change, others we can see but get an error when trying to access it. Even the admin account is locked out. Can I just relax or remove file security all together and allow access to these files? Thanks!

And, to add on, if I log in remotely via term serv or logmein, the same folders are locked under the shared folders....what gives?
