You can try bringing up the task manager and killing explorer.exe. It may come back
up on it's own or you may have to hit Ctrl-Alt-Delete twice and log off. Log back
on and check to see if the folder disappeared or is now deletable.
Of course, doing all of this may have the same effect as rebooting or it may not
work at all.
You may have to schedule a time to reboot.
