Confused by the remote desktop connection and VPN

Hello, I just read some articles about windows 2003 because our company wanna buy Windows 2003.We just hope we can setup VPN and use remote desktop to connect to the server via VPN so that we can manage the server remotely (for example, at home etc.). It seems to me that we can setup VPN on a machine running the Windows server 2003 standard edition, also we can setup the remote desktop on this machine also. But if we want to use remote desktop connection to connect to the server via VPN. We need the windows server 2003 standard edition or Windows Small Business Server 2003? Thank you very much.
