You can RDP or VPN to either edition of Widows Server, however, what you need to
do is to make sure and port forward the RDP port 3389 ( can actually change that
port to anything you want) in the firewall/router to the internal IP address of the
server. If you want to use MS VPN, you will have to set up Routing and Remote Access
on the server. A better solution is to purchase an SSL_VPN hardware appliance, redirect
port 443 to the internal ip address of that appliance and you can connect to the
SSL_VPN and from there to any point on your network. Sonicwall and Watchguard both
make a decent SSL_VPN appliance that is easy to set up and maintain for up to 250
users.
