Create a domain controller inside of an existing domain with dc

I have a 2003 network setup with a PDC and BDC. I need to setup another DC to use with DFS, but I don't want the newly created DC to affect my existing DC or have any control over the existing network. How can i segregate a portion of the network to do this?
