First, in an Active Directory environment (ie: 2000/2003) there is no PDC and BDC. This terminology (and type's of controllers) are from the NT 4.0 world and no longer apply.

Second, why do you think you need to make this a DC? From the sounds of it, you'd be better off just making it a standalone server within the domain.
