WSUS 2.0 and 3.0 Approvals on WS2003 SB

I am using WSUS 3.0 on WS2003 Small Business. The interface (the only option?) is
Server Manager.
Although I have selected the default Automatic Approval options in the WSUS Settings,
all new updates appear in the 'Update Services > Waiting for Review' list. I have
to select each of them one-at-a-time and click a button to approve it. Am I missing
something? The documentation suggests that several can be selected at once. And what
has happened to the automatic approval for Client updates? They don't seem to happen.
