I would definitely say it is a router issue.
The only way I have ever set up a successful VPN on server 2003 is to install two
NICs on the server.
One NIC servers the internal LAN, and the other NIC is connected directly to the
internet (WAN port on the cable modem). Routing and remote access is setup on the
server to NAT communications from the internal LAN to the internet, and all PCs use
the server as the gateway, DNS, and DHCP server. In other words, all LAN connected
PCs get internet access through the server which replaces the need for the linksys
router. Firewall settings are adjusted accordingly in RAS to protect the WAN facing
ethernet card.
I tried a lot of different ways, but all proved to be ineffective, especially using
a linksys router. And all information I could find started with the dual NIC setup
like I described as the foundation.
