Remote Assistance Group Policy

I am trying to link a group policy to an OU to allow "Offer Remote Assistance" to 
work for client to client, but I cannot get it to work. "Solicit assistance" works 
fine with an invite from one client to another.

I can get it to work by setting the local policy of a machine but that would be alot 
of work if you have 100 computers to set up. I know group policies flow down, but 
if the local machine is "Not Configured" shouldnt the OU policy I linked work?
