users unable to authenticate with different domain controllers

hello, I am looking for some guidance on how to fix an issue I have. I have three windows 2000 domain controllers in site1 and one domain controller at site2. If the domain controller in site2 is shut down, users in site2 are unable to authenticate with the other domain controllers. There is no redundancy. Please advise on what I need to do and if any other information is needed

Try assigning another domain controller to the second site when that controller is down, as since a logon process to another DC in another site can really slow the logon process down and it could break into a timeout, cancelling the authentication process.

PS: I don't know if its the same with Windows 2000 Server, since I'm using 2003.

Also, to enhance performance a bit more, try enabling intersite replication to save bandwidth between each site.

What is the connection between sites 1 and 2? miffy900 may well be correct in the systems timing out
You might just want to physically move the third 2000 DC to site 2 if possible
